Handicap International, Advocacy Briefing Paper on "A human right to health - What about persons with disabilities?" (2015)


The right to health is a fundamental human right, essential to the fulfilment of other human rights and thus must be guaranteed to all people, including persons with disabilities. However, while people with disabilities are more likely to have health care needs, they are less likely access equitable health care due to a limited understanding of disability by the health sector and the numerous barriers faced. This briefing paper aims at presenting the issue and highlight the benefits of the full realization of the right to health. It also provides examples of what stakeholders could do to address this issue would they be government authorities, donors or service providers.
